Goren investigates when his nephew, a prisoner who's bipolar, claims that inmates are being abused to the point of murder.

Still on leave from the force, approached in a bar after a confrontation, and pondering his future, Goren meets another officer on suspension (Winters) who makes him an interesting job offer. Goren decides to tip the balance in his favor with an undercover operation.
