Fino al 2015 i presentatori sono stati Jeremy Clarkson (soprannominato Jezza), Richard Hammond (Hamster), James May (Captain Slow); partecipa anche The Stig, un pilota che effettua i test in pista, sul quale Jeremy narra ironicamente innumerevoli leggende. Il 25 marzo 2015 la BBC annuncia che non rinnoverà il contratto di Clarkson, e in seguito anche Hammond, May e il produttore esecutivo Andy Wilman confermano il loro abbandono. Il 16 giugno 2015 la BBC annuncia che il nuovo presentatore al posto di Clarkson è Chris Evans Nel febbraio 2016 l'attore Matt LeBlanc viene annunciato come co-conduttore al fianco di Evans. La ventitreesima stagione inizia con i nuovi presentatori nel maggio 2016.

La storia è ambientata all'incirca nel 2000 A.D. Al posto delle vecchie automobili a carburante, appaiono le "cyber wheels", equipaggiate con motori non inquinanti e con un avanzato sistema di navigazione chiamato "cyber systems". Le cyber wheels forniscono una guida sicura e confortevole per la società umana. Ora, tutte le più sofisticate auto da corsa sono munite di una elevatissima e soffisticata AI (Intelligenza Artificiale), denominate Cyber Formula. Queste "Cyber Formula" riescono a dare il massimo soltanto se alla loro guida si mettono dei ragazzini che prima d'ora non hanno mai guidato.
Fino a quando questi ragazzini seguono alla lettera le istruzioni del computer arriveranno alla destinazione finale. In vista di un qualsiasi pericolo, il computer provvede subito ad evitarlo, o in alcuni casi a cambiare il modulo di corsa. Tuttavia queste condizioni di sicurezza funzionano solamente nel contesto dell'ordinaria navigazione.
