Sean liebt illegale Straßenrennen, welche ihm aber schon des Öfteren große Schwierigkeiten bereiteten und er durch sie nun kurz vor dem Jugendknast steht. Die letzte Alternative ist sein Vater in Tokio, bei dem er unterkommt und bei dem er sich keine Fehltritte erlauben darf. Doch schon nach kurzer Zeit lernt er Twinkie kennen, der ihn in die Rennszene Tokios einführt. Allerdings stellt Sean beim ersten Rennen in einem Parkhaus fest, dass hier anders gefahren wird: Driften steht an der Tagesordnung - ein Fahrstil, von dem er vorher nie gehört hat. Als er dort seine Mitschülerin Neela anspricht und ihr Freund D.K. daraufhin die Fronten klärt, fordert Sean ihn zu einem Rennen heraus. Nur mit D.K.s Partner Han kann Sean überhaupt in einem Auto an die Startlinie fahren, welches während des Rennens allerdings einen Totalschaden erleidet. Für eine Revanche muss er erstmal das Driften lernen...

It features the battle scenes from the Initial D Legends films with a new soundtrack, in a similar fashion to the Battle Stages. While the original films featured a J-Rock soundtrack, this film features a Eurobeat soundtrack. Aside from the battle scenes, it also has scenes where the characters from the films test drive their vehicles.
