[사하라의 도둑]이라는 B급 영화로 이제 막 경력을 쌓기 시작한 시나리오 작가 피터 애플턴은 대학시절 짝사랑하던 여학생을 따라 좌익 학생회 주최 시낭송회에 참석했다는 이유로 FBI의 표적이 된다. 그들은 전작의 피터의 두번째 시나리오 [흙에서 흙으로]를 압수해 ‘창의적인 독해’를 하기 시작하고 “내 칼을 받아라. 이 저주받을 악당들아”같은 유치하기 짝이 없는 대사를 쓰는 이 한심한 작가는 어느새 FBI의 천재적인 추리력과 구성력으로 소련 공산당이 뒤를 봐주는 블랙리스트의 핵심 인물로 지목 된다. 한순간에 모든 것을 잃게 된 피터는 “FBI 자식들, 시나리오를 가져갔으면 맞춤법이나 봐줄 것이지”라며 술을 벌컥 벌컥 들이키다 폭풍우가 몰아치던 밤 교통사고를 당해 기억상실증에 걸린다.

데이비드는 헐리우드에서 명성을 얻고 있는 착실한 중견 감독으로 프랑스에서 돌아온다. 그러나 당시 미국의 상황은 "반미활동위원회"라는 조직을 통해 공산주의자를 색출해내고 있으며 많은 영화 관계자들이 밀고되거나 추방당하고 있었다. 데이비드 또한 예외없이 위원회의 조사를 받게되며, 사상의 자유가 보장되었던 그 당시 두 세 번 집회에 참석했다는 이유로 그는 자신의 예술 활동에 타격을 입는다. 데이비드의 열렬한 후원자인 제작사 자누크는 영화 제작전에 모든일들을 마무리 지어줄 것을 요구하나, 함께 일했던 자신의 동료들을 밀고해야하는 위원회의 비양심적인 방법에 데이비드는 단호히 거부한다. 그러나 그후 데이비드에게 가해지는 탄압은 날로 심해진다. 그가 준비해 오던 영화는 제작이 취소되고, 다른 임시 감독자리마저 잃게 되는 불이익을 당한다. 심지어 사진관에서의 일자리마저 FBI 훼방으로 그만두게 되고 결국 가족의 생계에까지 위협을 받는다. 게다가 그의 아들은 학교에서 아버지인 데이비드로 인해 조롱을 당하며 그 누군가에 의해서 아버지가 살해될 것이라는 공포에 빠져든다. 데이비드는 이런 상황 속에서 고뇌하지만 자기의 결심을 바꿀수 없었다. 그러나 제작자 자누크가 그에게 새로운 영화제작을 제시하자 대본을 받아든 데이비드는 평생을 바쳐 하고 싶었던 영화에 대한 갈증과 자누크가 제시한 영화에 강한 의욕을 느끼면서 자신의 결심이 흔들리기 시작한다. 그는 드디어 법정에 들어서서 증언을 한다. 그러나 위원회 의원들이 태도에 환멸을 느낀 그는 동료에 대한 증언을 거부하고 자신의 굳은 신념을 되찾는다. 결국 데이비드는 그로 인해 법정 모독죄로 실형을 언도 받고 생업을 잃게 된다. 그리고 그로부터 20년이 지난 후에야 비로소 그의 정당성을 인정받게 되었다.
