L'Americain John Dempsey se rend sur les rives du Loch Ness, en Ecosse, investi de la mission de prouver qu'il n'y a aucune créature dans le lac. L'université pour laquelle il travaille lui a accordé d'importants moyens. Il se heurte vite aux habitants du cru, qui ne voient en lui qu'un scientifique arrogant. Pourtant, il sympathise avec la petite fille de sa logeuse, la seule à comprendre qu'il tombe amoureux de sa mère.

Un vieux chinois , le Dr Lao , arrive à Abalone , une petite ville de l'arizona , avec son petit cirque itinérant . En arrivant , il se rend immédiatement au siège du journal local afin de faire publier une annonce publicitaire pour ses représentations . Il est alors témoin d'une dispute entre Clint Stark , un homme d'affaire qui tente de s'emparer de la ville , et le directeur du journal ...

Werner Herzog part en expédition en Ecosse afin de faire toute la vérité sur le monstre qui se cache dans le Loch Ness pour les besoins d'un film intitulé Enigma of Loch Ness. A la même époque, John Bailey réalise un documentaire sur Werner Herzog, baptisé Herzog au pays des merveilles, et suit le cinéaste lors de la préparation du film et sur le tournage.

Ce que tous deux ne pouvaient prévoir, c'est que le film d'Herzog ne se ferait jamais. Le chaos qui fut le lot d'Herzog sur nombre de ses longs métrages l'a poursuivi jusqu'en Ecosse, un tragique accident après seulement quelques jours de tournage ayant définitivement interrompu la production...

A l'automne 2003, les rushs des deux films ont été combinés pour donner naissance à ce making-of.
