Billy is mute, but it hasn't kept her from becoming a successful makeup artist. While in Russia, working on a film directed by her sister's boyfriend, Andy, Billy finds herself trapped in the studio one night and is horrified to see a snuff film being made. Billy escapes and, with the help of her sister, Kate, alerts authorities about what she saw. Unfortunately, in doing so, she makes an enemy of the Russian mafia, who funded the snuff film.

A former mob hitman, now in witness protection, is forced to come out of retirement when his family is threatened by his cohorts. He teams up with a skateboarding kid, who has a computer disk that the mob wants to get their hands on that has a list of new names for individuals in the FBI witness protection program. The list includes his dad, who separated from his mother years before and hadn't been seen since.

For opposite reasons, an undercover federal agent and a small time hood join forces to take on a union of drug lords and dirty cops.
