Een Noord-Koreaanse visser heeft pech: de motor van zijn boot gaat kapot en hij drijft af naar Zuid- Korea. Nadat hij daar op brute wijze wordt verhoord, wordt hij uiteindelijk teruggestuurd naar zijn land. Voordat hij vertrekt, komt hij achter de donkere kant van de Zuid-Koreaanse maatschappij die in schril contrast staat met het door hem ontwikkelde beeld.
