2054 metai. Vašingtonas. Nusikalstamumas sustabdytas. Ateitis yra matoma ir kaltieji yra nubaudžiami prieš jiems įvykdant nusikaltimą. Jau 6 metus veikia “Pre-Crime” sistema. Per šiuos metus nebuvo įvykdyta nei viena žmogžudystė. Pastaraisiais nusikaltimais užsiima Teisingumo Departamento elitinis būrys “Pre-Crime”, kuriam vadovauja Džon Anderton (Tom Cruise). Nusikaltimo laiką, vietą ir kitas detales numato 3 žmonės – “Teisėjai” (“Pre-Cogs”), panardinti į baseiną, pripildytą biologinio skysčio. Du vaikinai numato nusikaltimą, o trečioji mergina, Agata, – patvirtina duomenis. Patvirtinimas perduodamas centrui, kur iškrenta du raudoni kamuoliukai – vienas su aukos, o kitas su nusikaltėlio pavardėmis. Šie žmonės perduoda savo vaizdinius į didžiulį stiklinį ekraną, kur Anderton tuos vaizdus atskiria, analizuoja ir gauna detalę informaciją apie žmogžudystę. “Teisėjų” vizijos dar niekada nesuklaidino. Tai yra pažangiausia šalies jėga, ideali sistema.

After the successful job, Ellie frees herself from the kidnapper, discovers the truth, and leaves for Akkadia. Meanwhile, David calls to receive the rest of his payment but gets ambushed by the contractor.
This anti-smoking public information film has the kind of stylistic sheen often associated with 1980s British advertising, with its sci-fi setting, filtered smoke and gloomy aesthetics clearly inspired by the works of Ridley Scott (although it’s directed by his contemporary, Barry Myers). It imagines a genetically advanced future humanoid who’s evolved to be a ‘natural born smoker’ – complete with enlarged nostrils and tapping finger - before reminding us that no such creature yet exists. While we expect smoking adverts to be disturbing, the titular character is disquieting in a refreshingly unusual sense.
