De agent Axel Foley uit Detroit ziet op het nieuws dat zijn vriend, de agent Andrew Bogomil uit Beverly Hills, is neergeschoten door een lange vrouw. Hij reist af naar Beverly Hills, waar hij de agenten probeert te helpen bij het oplossen van de zaak.
In Los Angeles opereert een bende die banken overvalt, en noemt zichzelf de 'ex-presidents' omdat ze bij hun overvallen maskers dragen van Reagan, Carter, Nixon en Johnson. De FBI stelt vast dat de daders surfers moeten zijn en dat is het enige aanknopingspunt. Ze sturen daarom de jonge agent Johnny Utah naar het strand om te infiltreren.
