激戦を続けてきた影響で脳に損傷が見つかり、ボクシングからの引退を余儀なくされたロッキー。その上税理士の財産使い込みが発覚、破産したロッキーはかつて暮らした下町で無一文から再出発することになる。そんなある日、彼の前に若いボクサー、トミーが現われる。粗削りながらその才能に気付いたロッキーはトレーナーを引き受け、トミーは気鋭のボクサーに成長。だがマスコミはトミーを「ロッキーの操り人形」と書き立てる。
