Ambientato ai giorni nostri a Washington D.C., House of Cards è la storia di Frank Underwood, un democratico del quinto distretto congressuale della Carolina del Sud che, nonostante avesse sostenuto Garrett Walker come futuro Presidente degli Stati Uniti, viene silurato per la carica di Segretario di Stato.
