Was the prince really 11 years old when the enchantress cursed him?

No, he wasn't!
The painting and the stained glass windows show that he must've been around 17 years old. Lumiere simply says that the servants haven't been able to use their skills for 10 years. Since the prince had an unpleasant personality and high standards for his companionship, it makes sense that nobody came to visit even before the curse.

Yes, because 10 years is the same as 9 years...

It was 12 as i counted in my head the years before he turned 21
