Regardless of which version of Frollo it is, he is easily one of the greatest villains of all time. There is nothing better than a villain who thinks he's the hero. The ironic thing is that it happens all the time in the real world, and those same people will watch this movie and say "how can Frollo not know he's doing the wrong thing?". It's beautiful.
This is also why I keep telling people that I much prefer Bane in Dark Knight Rises to Ledger's Joker. Joker knows he's bad and he loves it. While it certainly does make a cool villain, there isn't much depth there. Bane truly believes he's the hero by wanting to destroy Gotham to save it.
Another type of great villain is someone like Scar. The type that knows he's evil, but doesn't flaunt it everywhere and make it obvious. This type is cool, calm, collected and even plays dumb to control people's perception of him.
Does anyone else agree that the best villains are the ones that are given depth and an inability to recognize their own self awareness? It's so true to life that you can't not love it.

I completely agree.
Frollo is a very real type of Disney villain. He believes whole heartedly he is doing justice and is right, which is so terrifying.
As well as the "twist" of him actually becoming infatuated with one of the very people he despises and seeing himself as a "monster" for feeling that way.
It's a really beautifully made story, told in a fantastic way
