Here's my take: In his mind, because of his simplistic nature, he's just doing his job. He's working to support his family just like he did until the slaughterhouse closed. He made the masks because he knew he was different from his family & he just wanted to look like he belonged. I also don't think he ever actually TRIED to scare anyone. He didn't taunt them, torture them just for fun, & he only chased them to catch them. That was simply his job in the family.
That's why the ending of this one bugged me so much. He hid in the back seat of the car & waited a few minutes before killing her. This makes no sense, given everything we know about him. I just feel like that isn't something his character would do.

A problem with this series is that Leatherface isnt really well developed. In the original hes essentially a scared little boy defending his home and whos at the mercy of his cruel family. This film provides little to no motivation for his actions or those of his family.
