In the beginning of the movie, 20 years ago, on the moon, the 4 Ultra brothers, Ultraman, Seven, Jack, and Ace were fighting a deadly foe known as Yapool, a monster that was several times their size. As they fought, Yapool had a clear advantage and used his several claws to grasp the brothers, although, they managed to clear from the claws through there powers and used a combined Specium Ray to no avail. The monster then flies off to Earth to dodge the attack and the brothers follow. The brothers were barely able to defeat Yapool but the monster still needed to be sealed. However, to seal Yapool away they were forced to give up the ability to transform, and took up jobs to be in the area of Kobe in case the monster ever returned.

Il y a 20 ans au Japon, les Ultra Kyodai (Kyodai = frères, ici Ultraman 1er du nom, Seven, Jack et Ace) ont combattu un monstre sanguinaire. Les Ultraman ont été capables de vaincre ce monstre après une longue bataille. Cependant afin de sceller l'animal, ils ont du abandonner tout leur énergie, et par la même occasion leur capacité de transformation. Il se sont alors installés sur Terre tels des humains normaux.20 ans plus tard, des forces extraterrestres essaient de libérer ce monstre sur Terre, Ultraman Mebius appelle alors les Ultra Kyodai à la rescousse.

Há vinte anos, a última Super Besta U-Killer Saurus desafiou Ultraman, Ultraseven, Ultraman Jack e Ultraman Ace para um feroz combate, mas acabou aprisionada pelo poder da luz deles em Kobeoki. O tempo passou e hoje Mebius foi revivido com a chegada da Confederação de Aliens. Seu alvo é Ultraman Mebius e essa é sua maior ameaça, tanto para ele quanto para a Terra.

在超人力霸王梅比斯降臨地球的20年前，超人力霸王、超人七號、超人力霸王傑克和超人力霸王衛司在約月球面與究極超獸 U殺手薩烏魯斯進行了一番苦戰，最終在薩烏魯斯飛向地球時將其擊墜。為了防止墜入神戶海底的薩烏魯斯復甦，四個超人力霸王戰士消耗大量光能量使用「最終十字屏障」將薩烏魯斯封印，也因耗能過多失去了變身的能力而滯留在地球。 時光迴轉到現在，距離超人力霸王梅比斯來到地球已經半年了。感覺到神戶海底有不詳徵兆的日比野未來獨自一人駕機前往神戶調查，並得到了神宮寺彩的協助，進而遇見了神宮寺彩的弟弟神宮寺啟人。 然而這時佐菲卻發來超級簽名，告知有宇宙人要破壞「最終十字屏障」的封印。同時，宇宙人聯盟則乘坐看不見的飛碟來到了神戶….
