Overview

世界上平均每12人就有一人持有軍火。剩下那11個，都是我的顧客！！軍火商尤瑞‧歐洛夫（尼可拉斯凱吉飾演）靠著靈活手腕與狡詐聰明遊走於諸多第三世界國家，在不同勢力角逐間向各路軍閥兜售大批軍火，讓這些早已貧窮不已的國家在血腥內戰中淪為地獄。從未開過一槍的他，靠非法軍火生意賺進大把鈔票，並結識了美麗妻子。但卻在一次談判中讓親生弟弟被自己所賣出的子彈所射殺。在此同時，早已盯上他的FBI國際探員傑克‧瓦倫廷（伊森‧霍克飾演）亦對他展開全面追捕。他要如何在詭譎多變的陰謀危機中全身而退？
