Strange how this film was discarded. Slightly more interesting than most of the MCU copy / paste efforts including Edward Norton's effort yet very poorly rated. I gave it a solid 3 Stars.
This movie wasn't "discarded", the next Hulk movie 2008's "The Incredible Hulk" was based on the screenplay for "Hulk 2" and according to the director of that movie, "The Incredible Hulk", the backstory was intentionally made to be vague enough that it is possible to think of it as a sequel to the 2003 Ang Lee film.
It was intended to be a sequel that retconned part of the first movie. This is why the movie opens with Banner in South America, which is where he was at the end of the previous movie, and it is why General Ross us obsessed with trying to turn the Hulk into a weapon, which, if you remember, is also Ross's plan in this movie.
