Does this film confirm or deny Deckard is a replicant?
I realise given the nature of the first Blade Runner there may be no short answer, but if there is...?

The "official" answer to your question would be No. The director, Denis Villenueve, has said that he has enormous respect for the original film and doesn't want to ruin its legacy, and presumably that extends to its ambiguity on the nature of Deckard.
In Blade Runner 2049, the stand-in for Tyrell-- Wallace, played by Jared Leto --at first seems to confirm that Deckard is a replicant, but then pulls away, apparently just toying with Deckard's feelings; so, as with the original Blade Runner, the question is not answered.
HOWEVER, as with the original film, certain viewers will come away from BR 2049 saying that Deckard is a replicant, while others will say that he is not.

Deckard is hardly in the movie so it doesn't really matter if he is a replicant* or isn't.
*Of course he isn't!

He features fairly prominently in the original which is where the debate first started... But, thanks for that.
