I thought there was a lot of tension in that final confrontation scene, and was unsure throughout the sequence how things were going to play out. I am glad that it ended the way it did with the 'unfinished business' between Bridges and Pine.
I know what you mean but I liked the ending. Maybe they don't "continue the conversation" later. Maybe they do. The ending leaves us with the question if Toby was justified or not with actions. Of course he broke the law and is guilty but on the other hand what's done is done and his family now does have a chance to break the cycle of poverty.
