I liked aspects of this film but really hated others. 5/10.
The movie description says the monster is related to her mental breakdown. But really what happens has nothing to do with her mental state!
If Joel knew that Oscar was going there to kill people out of spite surely he would go there and beat the s#@t out of him instead of watching it on telly! Joel is a complete a55hole in this film!
Why would the Korean bar at the end have a sign in English that reads "Seoul relief fund"?
Why would people go out in that area every night knowing that there's a 50/50 chance of a giant creature popping up to kill them all. They know what time it will appear!
I really liked the first half of the film but then it all fell apart. Sigh.

I agree, I though Joel's character was weak. Erratic in fact. I just could not relate to where exactly he was coming from. All of Joel's relationships seemed odd.
I just thought it was a connection/reference point. I've not been to Seoul so I don't know their language/habits. Perhaps a tourist area?
I think their odds were better than 50/50. It was a risk, but still: wouldn't you want to see it? Early on one of the news reports said people were traveling from all over the world for a chance to see the monster...this might answer your last two questions. :)
