Spoilers for the book ahead. It's a pretty terrible book anyway. Absolutely frustrating to read to say the least.

Anyway, pennywise is some sort of billion year old entity that came from a spaceship that isn't really a spaceship from space but not really space. It makes no God damn sense. It's a shapeshifter that takes on your worst fears to scare you so it can eat your fear. No one has found it in the sewers because the sewers are a maze and people don't go down there unless they need to fix something. And even then, the technicians can get lost. This is literally the only throwaway line to explain this in the book. He appeared in the pictures because reasons. That's all I have for you. It's a 1200 page manuscript packed full with fillers, description of boring crap to distract from the story for the sole purpose of creating tension. When it's not doing that, it satisfies some sick fantasy of child murder. A kid literally gets half his face ripped off down to the bones and a two year old gets his head smashed into the toilet and drowned.

The movie is a looooot better

I like that the movie shows that Pennywise is undefinable. It makes it more chilling that you don't know what it is and why it is so evil. Maybe because evil is pointless and without reason.

It is a todash monster that feeds on emotions. It is the same species as Dandelo in the Dark Tower. At the end of the novel It, it is revealed that It laid eggs in its home under Derry. Because Derry itself acts like one of the portals to The Dark Tower, it is certainly possible that one of the eggs hatched and the creature found its way to Empathica, which is in very close proximity to the Tower itself, thus meaning that Dandelo is Pennywise's offspring.
