Pro or Anti capital punishment?

This film can't seem to make up its mind.
Even the judge, who's never met a criminal he didn't want to hang, sheds a tear later on while overseeing a multiple hanging!

This fact strengthens the film in my opinion. Capital punishment is an issue without any easy answers, but the film does a good job of portraying various facets involved with the issue.
