Thats a joke. Children vote for their favourite kpop band. It has nothing to do with the movie quality compared to other movies. Maybe one should do different ratings:

I voted 'against' those movies because obviously there where voting campains "for" the movies.
But, you missed my point:
The point is: what do i vote for? For the quality of the movie or the "its my favourite" rating. Obviously, the movie is not good regarding film making skills. Im sure, it's not bad, of course. But, regarding quality, its not that much better than shawshank redemption or any akira kurosawa movie, Parasite or Salaam Bombay! In germany, there is a very popular comedy movie called "der bewegte mann". Its one of the well knownst german movies at all. But, its not good regarding quality.
So, again: whats that rating for? The quality or the popularity?
This really is my question.
And, making this clear, my expectation was "overall quality" of the movie.

I vote on whether or not I like it. Not whether it is popular or will win awards. Yes, some movies here are given extremely high votes by fans but I have been on this site for a while & that is not the norm. But I also do not watch a movie or TV show just because it has a high rating.

I guess I view movie ratings with the caveat, "...compared to typically-similar movies"
The Remains of the Day (****) compared to the typical victorian era period piece dramas
The Matrix (*****) compared to the typical mind-bending Sci-Fi action movies
Burn the Stage: The Movie (*****) compared to the typical teen-focused boy-pop band movies
Since I don't care about most of these movies, you could rate it fifty stars and I'd still never watch it. If I were in the mood to watch effeminate male, corporate pop groups I'd pay attention.

You post like these two factors are mutually exclusive. I do believe it's possible for a movie watcher to vote highly on a movie because s/he likes what s/he believes to be the film's high quality/ies. At least, that's what I do.
I don't like to watch what I feel are really bad movies.

Lol yes. I just rented and saw the blaxploitation flick Blackenstein a few weeks back. I was trying to keep a lid on it until I could write a strong review panning it a la Jacinto Cupboard. But yeah, it was so bad, it was good ha ha haaa.

Among blaxploitation films, it is a bad film... ponder that. I still gave it a low rating, however, in spite of its being "so bad, it's good."

Yeah, then it must've been judged on a "So bad, it's good" standard, because that film is deficient in the areas of writing, directing, acting, and editing.
Another guilty pleasure of mine is the original Superfly starring Ron O'Neal. The Curtis Mayfield soundtrack is the best part of it, and Youngblood Priest enjoys a bubble bath full of his girlfriend's rear end!

I always try to rate movies, series, etc. in an entirely fair type way, that of course foremost takes into consideration how much I personally like it, but also significantly factoring in whether or not all the components, including the production values, cast, direction, etc., "click", whether it seems either fresh and truly original, or if it's just dime-a-dozen formulaic; etc., etc., etc. Even if I personally didn't care for a movie, show, etc., if I can readily see it, nonetheless, is a high-quality, well-done, smart, interesting or/an entertaining film, series, documentary, etc., I will ensure that's reflected in a deserved rating in 7 to (rarely) 10 range. I don't believe in "killing" anything with a 1, 2, 3, or 4 rating simply because it didn't personally appeal to me. Having said that, I will kill certain offensive/obnoxious things with a 1 vote, that might be something sufficiently or decently well done but that I find reprehensible in whatever type way. (I've done this with a few political, and the such, highly biased news/talk series, on which the people and their expressed views disgusted me.)
Something I don't like, and don't agree with, is people who watch just 5-10 mins. of something, it does nothing for them, they move on, but rate the movie or show a 1-4 or whatever just because it didn't appeal to them. I don't think that's either right nor fair to do, as unless a person watches at least a full half of something, how do you know it didn't become much more interesting and appealing, and perhaps excellent, maybe even riveting, as it progressed? I also don't like when someone who doesn't "get" what they're watching (such as, say, a silent movie, or a movie from the early 1930s) giving it a "kill" vote.
My own policy is to, most of the time, opt to not rate, at all, a movie, series, etc. if I either consider it worthy of less than a 6/10 rating, or if I didn't personally "get" whatever it is, or if it's something not for my generation or age bracket, nor is about anything, or of a genre, that's amongst my personal interests/tastes. This is why my shown TMDb ratings history features mainly 7-9 ratings, as I just don't normally bother to waste my time watching (at all) anything I don't think I'll like, and that I don't expect to be either good or pretty good or at least "not bad". Plus I'm someone who if I don't care for the first 5-10 mins. of something, I'll normally stop watching it and move on to whatever else - and not rate whatever it was that I turned off.
Somewhere on some TMDb Movie-category thread from 2-3 years ago, there's a thread on which someone asked readers to describe/explain how each personally determines what to rate a movie, series, etc. There were some good varied responses there. At least another respondent or two stated that their rating system is very similar to mine, though others mentioned quite different rating systems that they personally use. If I can remember what movie's board that discussion is on, I'll eventually post the link to it here. (I still remember who created the thread, but not which movie it was posted on the board of.)
Follow-up note: Figuring out where the mentioned thread is posted proved to be much easier and quicker than I anticipated (thanks to the TMDb electronic list I've long kept of some of the boards I've commented on one or more thread of). It was here.
