That's one of the sweetest and most ironic parts of this film. Throughout the course of the movie, the scarecrow showed intelligence, the cowardly lion showed incredible bravery, and the tin man showed he had a heart. At the end, the wizard merely gave them each a memento confirming their pre-existing qualities. That "award ceremony" at the end is always one of my favorite scenes.

Yes, each of them had to go on that long and difficult journey to bring out those qualities in them. It kind of sneaks up on them, and the wizard merely points it out at the end.

Yes, that was always the point, and that particular plot point comes from the book.
