I'll treat this as if it's a serious topic, though I have my doubts. Does anyone think that Dick Tracy is relevant to moviegoers anymore? I'm amazed it still runs as a comic strip! But I very, very much doubt that Millennials and anyone younger than 40 is really interested in that series and Hollywood won't produce an action movie without that audience in tow. I thought that the 1990 movie with Warren Beatty had some great costume design, but that it was silly and unnecessary at the time. Twenty seven years later, I can't imagine anyone wanting a reboot/sequel.

A movie doesn't necessarily need to have an active fan base to be successful. This could even be done in all cgi like tintin.

Maybe a mashup of Dick Tracy and Sin City.
Super gory and dark.

Sounds good. Make it dark and gory and it will find its niche market.
