Overview

羅丹尼是芝加哥警員，亦是局內最出色的談判專家，但丹尼現時變成是脅持人質的人。警方要從另一分局請來另一名談判專家薛基斯，作為仲裁員。能言冷靜的基斯，設法瞭解丹尼的情況及化解人質危機，但同時亦開始懷疑丹尼是否神經失常，還是像丹尼自己所說的，是一個盡忠職守的警員，只是遭人陷害，為此而不惜知法犯法，脅持人質，為的是為自己討回公義，還我清白。究竟誰是幕後主使陷害丹尼的人，羅丹尼又扮演甚麼角色呢？
