Bill was a great comedian, especially from his early stuff and until he peaked in popularity. He was a true rebel, a pissed off disruptor. With time and age he got mellow and toothless, and this movie is the final result of that degradation. Burr is now preaching for social conformity and cultural obedience, showing that from his personal perspective he just decided to surrender and give up. Sure he still tries to voice his weak and pathetic objections to some minor elements in the current society, but he quickly shuts himself because he fears the consequences. It's not a coincidence that the this movie includes multiple plot points of selling out.

As for the artistic aspect of the movie as a cinema, there is a big difference between writing a standup comedy and a movie screenplay. Bill clearly can't write or direct a movie, and he is not the first comedian that fails in that aspect. The movie is weak on all levels, Burr clearly is not familiar with how to build a proper plot, how direct a scene and how to write characters. The general idea for the story is there somewhere and in the hands of a proper writer and a director this could've been a better movie that is worth something, but the current result is just not interesting and not good. Not from comedic, not from dramatic and not even from storytelling perspectives.
