Over the last few weeks, I've been getting 403 responses when trying to access the export files. I crawl the export files once per day.
Is it because my IP address is blocked by Amazon?

I get this error below when the date file is not available yet.
It seems to be the same problem.
Eventually a few hours later it becomes available without any problem.
I don't know what time of day the file is published.
I don't even know if the file is always published at the same time.

Yes, sounds like the same issue.
According to this doc (https://developer.themoviedb.org/docs/daily-id-exports), the export files should be ready by 8:00 AM UTC. I tried downloading an export file today at 9AM UTC and got the 403 error.
I don't know if it means the export file was not ready, or if my IP is blocked/banned for some reason.

Well, it is always possible for a system problem to delay this publication.
But I can say that there is no such thing as IP blocking or banning.
Blocking is done by TMDb only by invalidating an API Key.
Normally due to misuse or block attack.
