They were locked because they were Regular Cast members in seasons 1 and 2, appeared in every season until then, and locked as part of those seasons. There are no per-season locks for the same credit so an actor playing X character and locked to the Regular Cast section of Y season will always be locked if added again as the same character to the Regular Cast section of any season of the same show.
Dania Ramírez and Aliza Vellani were automatically added to Season 3 when it was created.
