To others it was the most frustrating aspect of the whole series. It was like a four and a half season rule that went on for the entire series. It didn't help that the flying was taken up by other characters like Kara Zor EL.
Could've had it been like Jessica Jones can't fly very well.

It never bothered me. The show had some interesting ideas and seeing Clark discover his abilities gradually made it more compellingly instead of starting out invincible.

Midvale episode of Supergirl Kara was able to fly in her teens, Clark could've easily flow in his teens but was held back to keep costs down.

I still wanted some progression on that as it seemed to take away from the experience of seeing Superman fly before he became the hero of legend

Clark was like the same character for ten seasons. Seems they didn't want him to fly until he puts on the suit like in The Movie and MOS.

It kind of was too implausible to not being able to fly while his other powers were manifesting before he puts on the suit.

Think as you would progress through three, four or five seasons you would have to change the status quo of things like no flying otherwise the audience will think "been there done that".
