Barry in this earth was a good guy who got powers also basically everyone else in earth one who every got powers never changed personalities with having powers even when we see people lose or gain or switch powers we haven't seen new personalities appear. So again why does Caitlyn have two personalities with having powers? They never even said it's part of her meta powers but that it just happens.

Great question. I never thought about that. Maybe it has to do with the fact that she's actually going through a metamorphic change, and that can affect her brain. It's like a Dr. Jeckel and Mr. Hyde kind of thing, except they are aware of each other. I like it, actually.

That would work if they ever address it........ but they never do and they just act like her having a second personality is just part of her meta powers.

They could have said she had an imaginary friend when she was a little girl because her mom was so cold and distant and that with her meta powers her imaginary friend is now killer frost........

that is just off my head with what we seen of her mom and of killer frost and it works better than the nothing we got to explain her split personalities

No she doesn't and this is explained in the episode where they lose Ralph, each persona is separate so they leave post-it notes everywhere to remind the other of things that have happened.
