Productions like "Nord Nord Mord" and alike are not series which have seasons quite self defined by production years or related to the story. Often they started as a movie and simply got quite a lot sequels because the audience found it good.
This is in short the difference which in german is quite well described by the words "Serie" and "Filmreihe" (i.e. a series like Star Trek and a bunch of related movies like James Bond if you like).
So generally, IMHO seasons don't make sense here at all. Just compare e.g. "Friesland" here at TMDB or "Nord Nord Mord" at fernsehserien.de
However, there might be a good reason to separate different subsets of those movies with regards to the story: A change of the main characters, for example, just like it was made here after the first 8 episodes. This is a reasonable thing in my opinion, but we do not have something similar now for episode S02E11.
And for the argument what ZDF lists as season 3: They do this - in my opinion - quite arbitrarily. Why should a new season begin with the last episode of year 2022? Without a change in the main character set?
Look at "Friesland", they introduced a third season there almost at the same time these days. Why? Nobody knows.
So I definitely vote for using season 2 until there is a new chief inspector, just as it was made with season 1 - and consequently delete season 3.
ZDF lists only two seasons up to now and the last episode is missing https://www.zdf.de/serien/nord-nord-mord so I think that will be season 3 soon after the next episode is online
