Three years ago, Gentoku, head of the Touto Institute of Advanced Matter Physics, tries to convince his old friend and Touto Prime Minister aide Koji Hotei that Touto needs to strengthen their military in order to face the threat Hokuto and Seito represent. After Hotei dismisses him, Gentoku is made aware of a certain researcher.

ROGUE é um Spin-off de Kamen Rider Build. A trama acontece 3 anos antes, Takumi Katsuragi estava realizando teste em seres humanos usando o Nebulosa Gas e estava indo bem até que seu oficial principal, Gentoku Himuro, tenha conhecimento do que ele fez e o suspenda. Logo depois, Katsuragi é examinado por um homem que estava interessado em seu trabalho e ele retoma sua pesquisa para a Nebulosa Gás.
