I'm not sure what to make of this. Does that mean that, basically, the whole community says it should be 2 seasons, but mods say no so it won't be changed?

The rules say that as long as the episodes are numbered consecutively, they should be listed in one single season.
I quote : "When a series is released in two or more parts, the new episodes should also be added to the same season when the episode number are continuous. "

Well, then change the rules to allow for following official messaging? JJK was marketing a second season and the official website also lists them in 2 seasons (see: https://jujutsukaisen.jp/episodes/index.php)
It can't get much clearer that it should be 2 seasons.
